- Opening a PSD file made in Photoshop, using GIMP, even now in June 2019, seems to render text uneditable. I’m not a GIMP power user, so there may be plugins and hacks to fix this, but just based on a fresh install text is a no-go. Which honestly is kinda crazy to me. Using Photopea to open PSD files.
- GIMP supports both opening and exporting of PSD files. However, this support comes with various limitations due to multiple reasons. This page lists unsupported features and provides an insight into further work on better PSD support.

Gimp is a RGB only editor, the psd file needs converting from CMYK (a printers format) to RGB (a computer display format).
Apart from using PS, two ways.

The freeware Krita www.krita.org which works in both colour spaces and can convert between each. Export as a RGB psd file.
Probably Krita is going to be the best options for a psd with presumably many layers.
The problem with PS psd, is it is a proprietary format and Gimp only supports limited aspects. Alexa on my mac.
Text in particular is rendered to a bitmap and is not editable as text.

Just looking at a typical CD template from a printing company. Several different formats were provided. You might have the option of a PDF. If that is there, open in Gimp with resolution of 300 ppi (Gimp default is 100 ppi) Then you only get one layer instead of maybe two. Make your own working layer. The other way is via krita - to psd - to Gimp as a .xcf (example attached, actual layout depends on your printer co.).
Remember the reverse is also true. Once you have made your design, export the artwork as maybe a png. Open in Krita, change the colour space RGB -> CMYK Export as a something.psd for the printing company.

IrfanView (Windows Only)
InfranView is a free program you can download on Windows. It will allow you to display a PSD Photoshop file, as well as save it in a bunch of other popular formats. However, it does not support layers in Photoshop files so everything will be merged into a single layer.
Preview (Mac Only)
The built-in Preview program on MacOS can open Photoshop files. Just right click on the file, choose 'Open With', then 'Preview'. Once the file is opened in Preview, you can export it to other formats by choosing 'File', then 'Export.'. The Export menu has a dropdown menu where you can select the format. Just like IrfanView, layer information is not supported.
GIMP
GIMP is a free, open source alternative to Photoshop. It can open PSD files and even preserves layer information. GIMP is the most powerful option on this list and will allow you to make other modifications to the file.
